Full tier placements remain provisional until Tower of Trials and Rift content launch. Early S-tier candidates include Theresia, Ornette, and Cerese based on skill utility shown in trailers. Are any launch heroes locked behind paywalls?

No. All 19 launch heroes recruit through story and in-game currency. Only cosmetic costumes and select Familiars sell as DLC without gameplay advantage.
